Deschampsia cespitosa (Tufted Hair Grass)
Deschampsia cespitosa, commonly known as tufted hair grass, is a cool-season native and one of the best grasses for free flowering. Growing from a tufted mound, Deschampsia has narrow green foliage standing from 1 to 2 feet tall, with late spring upright, airy blooms (sometimes pendulous), adding at least another foot. Because it is a spring grower, it is an ideal foil for other spring blooming flowers and ferns. Sun or part shade, average moist, well-drained soil. This one may be evergreen in mild winters.
